Ignoring that it was harsh, how does the ref even give it? Look where the ref is looking at the incident from, I'm not sure how he can see whether the ball even hit Simpson's arm.

It depends if his arm was in an unnatural position intentionally to make himself a bigger target. Not sure it was and as I said, I don't think Oliver could even see it - as planty suggested, it seems like 2 handball appeals in quick succession led to Oliver's bottle going.
