As previously stated "A sandwich and a half" pack would just sound wrong, it's a platitude to those weirdos who think half = whole.

I think it makes a difference how it's made. If you make a sandwich then cut it in half it makes two halves, therefore one sandwich. If you halve the bread first then you make two sandwiches.
