No, it doesn't work that way. If you use Paypal, Paypal is the "merchant" as far as the CC company is concerned so they have no obligations to provide protection for lost / fraudulent / missing goods. The obligation sits with Paypal, who have no legal requirements to do anything.
Maybe the clarity is it turns up at everyones house unexpected with no shipping or tracking information... Hah.
Seems it's not just Oculus who can't do a product launch on this scale.
I didn't use Paypal because I wanted the protection that a CC offers, compared to PP.

Woo, after all the hassle with the cancelled CC order, and replacing it online with the remote access yesterday... just got the order confirmation email that it will be shipping soon! Woo! It's happening!

I've had nothing since my original confirmation e-mail back in February. No order processing e-mail, no payment successful e-mail, nothing!
I know for a fact that it isn't that. I work for a bank doing authorisations. In fact they've had my money since 29th Feb about five minutes after it went on sale.Call up HTC and speak to them if you have been hit by the fraud detection issue. They took my number and got back to me within several hours to sort it out.
Still haven't seen money coming out my credit card but I'm hopeful its about to happen!
