If they wanted to increase drag not downforce, they could mount the wing elements vertically - no downforce at all then, just maximum drag.

pure make believe and all inside your head.....I know where he's going with it though. The downforce at Monaco is used for stability and braking, rather than cornering speeds due to the low cornering speeds.
It is still downforce though, regardless of how its used on the track.
Monaco is a high downforce track and in their Monaco configuration Mercedes were quick. Hungary requires a similar setup to Monaco, so its not to much of a stretch of the imagination to assume Merc might be quick there too...
But you just can't win with arknor. If you even hint at a bad word against Merc or Schumacher he's down your throat with cherry picked stats like a terrier down a rabbit hole. Yet when you suggest Mercedes and Schumacher might do well, he does the same thing?

Yeah. No credit to their tactics though. Alonso could have won Canada and another GP, Silverstone?, if they'd come up with better tactics. The extra points from those two races and he'd almost certainly be favourite to win a third title. Course we're talking about a driver who could have been a triple world champ already if Ferrari hadn't cocked up in Abu Dhabi a few years back!Credit to the Ferrari reliability and luck
