I actually didn't know they would even run on 'normal' fuel! Presume it was V power seeing as they are sponsored by shell.

no unless 688x384 @ 1500kbps is considered HD.

meh its crap doesnt have enough bandwidth i managed to get it to force the 720p res by refreshing the page a few times and flicking into full screen the the video paused for a second and skipped back to the crap quality version

Thats the standard quality stream.
IIRC the HD stream is 1280x720 @ 3mb/s H264

Think Eddie's entirely wrong that, they clearly have been ignoring the 107% rule, it hasn't been only exceptional circumstances, it has been every time someone has fallen outside it for any reason at all.

You using the link posted above? it's working for me, although it varies annoyingly frequently between 1/2/3/4 and HD (the diamond in the top left),

Right now it's on HD, looks good, and according to Flash it's 3168kbps 1280x720 video, not sure what the lower qualities are like however 1 and 2 are horrendous, 3 looks similar to the normal stream, 4 and HD look noticeably better...
