Could try a diagnostic startup (nothing but essential/ms services)
DXdiag might also be helpful
What account type did you use to install/set everything up (standard/admin) and which you using to run it all
I've known 7 to be pretty tempermental with some games when it comes to privilages required to change files etc which with the likes of steam is more or less everything
Load up 3DMark and see what kind of performance you're getting when you run it. This would give your system a good workout without involving Steam. At least that way you know what to focus on, Steam or your Windows install.
Have you tried any hard drive diagnostics? Possibly try running the games off a different drive? I had a similar problem and it ended up being a b0rked hard drive..
I had a problem no too different to this on a fresh windows 7 machine , I installed the Direct X sdk which filled in the missing files that the games needed .
Im unsure exactly of the link for it as that was done on a different machine .
