that'll be because the desktop will always look rubbish when running a non-native resolution. Plasma's not being as sharp as lcd's is a myth which ive disproved once before here.
one of those task bars is captured (by photo) on my sony 16.4" laptop @ 1600x900, the other on a 50" panasonic 50pz80 @ 1080p. I'll let you decide which is which, because believe me they are both pin sharp.

TV should be 2.5 times the size of the screen. So for a 40 incher about 120 inches away or 10 foot in new money!
