Having another look I recon it has these characters on the first image:

which translates to: fkizps...I think I am doing this wrong

in addition the holes on the edge go right through and exit on the opposite edge, as if some form of wire or cord was through it to form a seal.

that last letter looks like an A to me

Looks atleast on the photos like the top of the letter is joined so surely not a H

Looks Like WP Irish 1791 to me, had a quick go making the text stand out a bit more. Possibly a stamp, the holes top and bottom may have held a handle?

Looks like a Wax seal for corrspondance but the holes in the top if they go all the way through it suggest a sort of string draw like you'd have on a Autralian hat you know the sort with corks dangling off of it!

what ever it is its not a seal if it was the lettering and numbering would be reversed.

With the holes at the top I recon it would be worn on a strip of leather as a bracelet or a choker? Like an ID tag or something??
