Keep it, but go to the police station, give them your phone number in case anyone comes looking for it with enough details of what the envelope looks like. Give it a month, then spend if unclaimed.

£9,200 in a brown envelope in a trolley outside work. They where comming to pay for their new kitchen. Left it all in a trolley outside. Handed it in but got £100 quid for handing it in :(
 
I'd hand it in.

If it isnt claimed, you get to keep it, and keep your moral dignity ;)
If it is claimed, you will have made someone's day, and might get a reward for it :)

You should have said you caught the thief but he took half of the money out of the envelope before dropping it and running away to make them pay for their stupidity.
 
My brother found just over a grand rolled up and secured with an elastic band in a gutter once, he was about 15. Handed it into the police station, they said because it was rolled up like it was, it was more than likely a drug dealer who had dropped it, and so if no one claimed it in 6 weeks (which he thought unlikely because a drug dealer isnt going to waltz into the police station and demand his drug money back) he would get it back.
6 weeks later he got the money back :)
