First of all why is a Skyline in this comparison. The Subaru and EVO are rally cars, wheras the Skyline is GT.
I've driven a P1 Scoob, 2005 WRX, 2006 STi (300BHP).
Just recently I also drove an EVO 9 FQ360.
The plus points of the Scoob are its interior seems better quality and just generally looks nicer, better dials etc. etc. The Scoobs power delivery is also a little more linear, so a little less turbo lag down low. Handling is good, but turn-in seems slow and just does not inspire you to push hard, the car certainly feels heavier in comparison to the EVO.
Wheras the EVO inside was real basic and it does seem a little more laggy the positives of the EVO are ferocious power delivery past 3000rpm, its so ferocious it feels like someone just strapped a rocket to the front and your being pulled to the moon. Handling is also its speciality as turn-in is really sharp and quick but the car feels as if it can completely deny the laws of physics. On UK roads the EVO 9 certainly seems the better handling option over the Subaru and the power delivery makes it feel far quicker than it actually is which is something one could never tire off.
So from the experiences I've had I would take the EVO just for the driving experience alone, I think the Scoob looks nicer both inside and out but the EVO is such a joy to drive fast and a lot of fun for a 4WD vehicle.
