I would imagine Webber's and Vettel's car both weigh the same, as the cars are underweight anyway and they have to add ballast to bring it up to the minimum weight, so Webber would probably just lose out on a little bit of ballast.

Not sure about that but yeah, net effect = higher CoG.
 
All the current talk of the size and weight of drivers, anyone notice that Button and Hulkenberg are remarkably similar? Just saying.

It does make you worry that such a simple problem to solve as a driver weight allowance that is too small is being completely ignored by the FIA. Why can they just have a much higher driver weight allowance (90kg?) and then say that whatever the difference between the drivers weight and the weight allowance must be made up by adding weights at the same height as the driver's CoG and as close as is practically possible (perhaps in the back of their seat, or in the side pods)
 
I wonder if the weight limit was based on I4 engines and not V6's? I can't imagine they thought that downsizing the engines would see such an increase in weight either.
 
It isn't just weight though, it is the dimension.

I agree that the current restrictions, thanks to the new specifications, are discriminatory and poor.

The dimensions could be a bit harder to sort out, but surely it cant be impossible. Perhaps there could be a defined area where the only things allowed are the driver, the controls and the seat (to stop the teams from filling up the empty space with anything they can cram in there). If you define this space as being suitable for someone that is big and tall then it would mostly solve the driver size problems. I'm not sure exactly how they would implement it, but there are far cleverer guys than me in the FIA so I'm sure they could manage it
