Regardless of any superficial physical similarities, it's highly unlikely you would find a horsefly on a flower, since they do not feed on nectar.Looks like a horsefly.

Googled horse fly and shock...horror...the images show striped horseflies.

Right...again...I've literally posted text from an article stating that theyre not just dull colours. I've danced to your tune to Google the term horsefly and it shows striped yellow flies.
