Intel to possibly announce even more impressive chip than 7980XE at Computex

? Not really - it's an existing chip.

Whether they are able to produce a HEDT platform and cherry pick chips that can do 5ghz boost without requiring LN2 to keep the 205W+ cool
It's not going to be 5 GHz, that was probably on LN2. The 5 GHz chip is the i7-8086K.

It is a single monolithic 700 sq. mm  die with 28 cores all enabled by the looks of it.

Yes it is - another source here

I know it's an existing chip but surely the current server iteration is nowhere near 5GHz? The price is going to be eye watering.

I wouldnt be surprised if intel tried to pull a fast one and pumped up the single core turbo on this thing just to get headlines.
but 5Ghz all core.. the internet is going nuts over this with loads of folk thinking its going to do this out the box, well if it does intel will have created sustainable fusion for the first time...

On the other hand, this must confirm that Threadripper + is a beast - intel wont want to be doing this just for fun.

I guess this confirms 32c/64t Threadripper 2 CPU's then, didn't want to look like they were playing catch up this year. :)
