Is having a discreet public wee littering?

Public urination as been a criminal offence since 1986.

We only got away with it as kids out of discretion from the police if caught.

There is a chance of it becoming more serious if someone sees your tackle. Indecent exposure is an offence that is included on the sex offender register, similar to flashing.
 
Seen it twice in broad daylight in public with people around, one was a young woman and i was quite shocked i can tell you

its not littering, its just foul but it will get worse in my area since they have started charging 20p to use the public toilets.
if someone does not have a 20p on them then they probably have to pee their pants or pee in public
 
There's a lot of homeless in my city and lots of narrow roads, alleys. I am often seeing individuals doing the dirty, mostly I assume, because they have no-where else to go. Public toilets have been closed down, shops and fast food places don't allow them in there to use them, same with the big shopping centres. You have to have sympathy for them or you're a bit of a monster. It is a bit gross though.
 
Most of the public toilets around where I am have been closed and/or are almost permanently out of use due to vandalism...

At some point most people if they've got to go they've got to go, as long as it is done as discretely as possible it is what it is...
 
Personally, I think it's sad this is so frowned upon. If you're peeing up against someone's house.. Sure. Because it's damage. But out doors? Everyone in the hills for example? Everyone does it.

Town centres are not really the issue but if you need to dash into the bushes at the side of a road in the middle of nowhere figuratively speaking who should care. Just don't frighten the horses.

Usually hillwalking I sweat it all out as I go but yes there is the occasional need to walk behind a handy rock formation.

I barely need to pee unless it's hot and I've drank loads.
If I do have to go. I go!

Or you know **** on bus for everyone to enjoy the sweet, natural scent of public transport.

All part of the plan.
 
Guess my 5 year old was guilty of this the other day, had him wee up against the back wheel of the car. Either that or he wee himself.

If it's the act of depositing liquid surely excessive sweating is littering as well if it drips on the floor. Seems absurd.

My understanding of indecent exposure was that there needed to be an intention to cause distress and/or shock to the person you were exposing it to. Obviously just recalling this from maybe a really bad memory of reading in the past.

So say this bloke was piddling into a bush, unless someone was in the bush, he knew they were there and would see his wang when he wriggled it out of the side of his y-fronts, then he's not intended for someone to see his willy. In attempts to hide his bits against a bush, with back turned could even be argued as doing everything in his ability to shield the public from viewing his appendage.

Littering? The council are just living up to their cretinous reputation with this one. Were they hiding in the bushed waiting for this to happen? Maybe spend that money on a portable loo instead of having a stake out on a laybay.
 
Regarding the indecent exposure argument, it seems like if the perp thought they were hidden then it does not count as indecent exposure. Though this is a sliding greyscale

It will not be indecent exposure if someone sees a person urinating in public, but the perpetrator thought they were hidden from view

@Fusby - what ShiWarrior is saying is right in that the police do threaten this (I’ve seen it on TV shows). However, you’re also right though that I think it would be interesting what would happen if it was challenged in court.

I personally think it’s just a tactic to get people to accept a fixed penalty and make them not do it again (mainly in a town centre context).
