Presumably not in sc window. means don't pit if SC.

But why tell him to go faster as a consequence?

I think it refers to the gap to Vettel where you can pit under SC and come back out in front.

Ferrari would just do the opposite to what you do if not in that window.
 
That was some weak weak stuff from Bottas.... took up position just past midway but into the braking zone he moved wide against a car and driver with awesome late braking. If he'd just positioned himself a little more down the middle he'd still be ahead.

To pull out enough time for a sc stop if one happens, Ferrari on two stop so they wouldn't stop even if there is a sc. And persumabably Rosberg probably wouldn't want to wither.
Where Hamilton would like to stop for fresh tyres, zero gap when sc goes in and can challenge rosberg.

Depends on who is behind the ferraris. I see it this way.

If not in the window, Hamilton stopping loses him track position to Ferraris not stopping.

Alternatively if not in window and Hamilton doesn't stop, Ferraris take free set of SS.

If in window as you said, Hamilton can take free set of SS himself.

edit:

I can't see Mercedes splitting the SC strategy between Rosberg and Hamilton.
