Yeah but without criminals you wouldn't need policemen to do it, you could have people in the other emergency services trained for that role. Von Smallhausen has an ulterior motive for not being too effecient...

Yes but dont forget that the govt want you to believe all car accidents are caused by speeding and drink drivers, who are breaking the law and therefor criminals.
