Shaw would be a fantastic signing but a near impossible one. The recent TV deal means that buying a player from another Premier League clubs that doesn't want to sell will be very expensive. Throw in the wealth and ambition of Southampton's owners and it would take mental money for them to sell.
edit: Since the last January window I think there's been a clear shift in our transfer strategy and rather than paying premium fees for the exact player we want, we're going to be less fussy about who we're actually going for and capitalise on opportunities that arise. And as a result, I think there's no chance of us going for Shaw, Barkley or anybody that would require us paying way ott to sign.
From the signings of Sturridge & Coutinho, to the failed attempts to sign Mkrtchyan, Costa & Willian and now to our attempts to sign Montoya (specifically in January rather than waiting until the summer) it's clear that rather than targeting players that CL clubs and/or clubs with more money are going for or settling for lower quality players, we're targeting players that for one reason or another are available to us that normally wouldn't be.
Montoya's probably the best example. His contract is up in the summer but rather than trying to sign him on a free (well a nominal training fee paid to Barca) then, we're trying to get him early so that we're not competing with sides that will be offering more cash & CL football (which we might not have) and risk losing out on him.
