Also, the transponder isn't gospal. You even wrote it down in the regs.

36.13 - b) Positioned his car on the starting grid in such a way that the transponder is unable to detect the moment at which the car first moved from its grid position after the start signal is given.

So if the transponder didn't trigger, then it doesn't matter. Still has a jump start.
 
Also... Gasly and Perez were under investigation for their contact on the last lap.

So... did that happen now? Will the investigation go anywhere?

Yeah, it's not like they had a major typhoon and truncated time scale to deal with..
F1 has handled this brilliantly considering the conditions at hand....

No. It’s the same old. Stewards can’t make a decision, the cameras cut to the wrong place etc. These blunders happen every race, a typhoon makes no difference to these factors.

It detected movement that was within the tolerance. Exactly like Austria with Bottas, where no penalty was applied, and he actually got off to a flyer....

Not exactly. The rules were changed post Bottas Austria 2017 to what is above for 2018.

Just because the detection system wasn't triggered, doesn't mean it wasn't a jump start, but they seem to have ignored that bit of the reg.

The rules were relaxed, they stated they were going to get involved less and let the races be decided on the track.

A penalty for Vettel after ballsing up the start would have negated any challenge he made to Mercedes, after he had already compromised himself.

F1 made the right decision here for racing. If the movement of Vettel was outside of the tolerance, then there is an argument to penalise him, especially if he gained an advantage. However, he didnt gain an advantage, he didn't officially jump start anyway, AND he penalised himself reigning the car back in to avoid a jump start.

As for the specifics of the Stewards initially taking no action. Go and watch the start again on the official feed.. It's really not very easy to see any movement from that camera. I just went back and watched it over and over. It was not obvious.
Then we have multiple things that need to he looked at on the first lap. Collisions, damaged cars on track and decisions on actions to make.
Then the onboard from Vettel's start appears whilst this is all going on. They quickly check the data, the transponder data shows the start was within tolerance. Great! Let's get back to the many things we have to look at stacking up!
Soon after this, Mercedes call up and say "Check Vettel's onboard please, he clearly jumped the start". They respond. "Oh, ok, we checked the data initially, but didnt see anything. We will check the system for any errors and match it to the onboard footage"

It takes time and is a very fluid situation and they have to get cracking on the most pressing things first.
