You're forgetting some people have ordered more than one monitor...

Also I just did the math, they have 99 pre orders. If they’re 17 short then they’ll be getting 82 of this monitor.

True, but since you said you're 17 units short and not 17 preorders short, mine turns out to be a worst case scenario. If your remaining preorders consist of more than one monitor each then there will be less than 17 customers without a fulfilled order, not more than 17.
All in all though it's good to know the vast majority of people will be served by this incoming order.
I'm pretty sure you are fine, either way you'll find out by the end of the day at least
