If it's identical qualifying times how do they decide who's first?
Whoever does it first. That’s twice today we’ve seen two cars post identical times. It’s happened in qualify before though when three cars hit exactly the same time.

I think that the Monaco race TV feed is from the local company, it’s awful. The director doesn’t have a clue, coverage has been poor in all the sessions so far.

I'm sure there was a race in the 90's where 3 drivers set the same time in Qualifying - EDIT: in fact it was Jerez 1997 - Schumacher, Frentzen and Villeneuve all set the same time for the title decider, Villeneuve first so ended up on Pole

With all that money, if they want to watch a race they can afford to fly somewhere else.
Monaco is the pinnacle, the premier race.

ALL sponsors, ALL teams, ALL drivers, want to go there, billions in deals are brokered over the weekend, there is far too much money involved to cancel the race.

F1 and FIA complete all the big sponsorship deals there.

No one "wants" to go to many of the modern circuits as there is no history, character, or prestige about any of them.

No Monaco, no sponsors for F1 it is almost that simple.

1997 European Grand Prix

P1 - Villeneuve - 1:21.072
P2 - Schumacher - 1:21.072
P3 - Frentzen - 1:21.072

They've been loving the red flags in Monaco today. That earlier F3 race was a joke, and a red for this!?
Qualifying will probably be far better than tomorrow's race. These cars were inappropriate for this place before, but now it's just a bit of farce.

Its says a lot that Red Bull clearly spend a fortune on their "Barge/Bar" for Monaco every year

If Monaco goes then we can kiss goodbye to Monza, Spa and any chance of ever going back to places like Hockenheim or Nurburgring again too, personally I think there's plenty of F1 fans who might start turning off at that point.
Those tracks have their own deals. If the ACM can't make an agreement with Liberty Media, they lose the race. Doesn't affect any other the other race deals.

I wonder if they're trying to make Monaco pay some money to hold the race.

They do but none of them pay anything like what some of these Middle East nations are willing to do in an effort to keep "sport-washing" their reputation.
It would be a real shame to lose all of the historic tracks for endless bland "Tilke" tracks in Asia and the Middle East and more USA tracks around car-parks
