I don't see why not seen as quite a few reference can reach that with aggressive fan profiles and even more non reference.

There is no variance when the card is properly cooled and the lightning will be.
Finally MSI lets it slip on the price on the price and release time frame for the Lightning. They expect it to release in February for a price of $60 (dollars) above reference boards.
