My landlord changed my locks

Shouldn't have withheld rent that was due, that weakens your position. Call the police, he entered without permission and stole your belongings.

He isn't in this country, so we've no idea what his legal position is. Better than that, he called people on the thread feeble minded for answering him. Stating a position which he doesn't know to be correct.

Get your own position clarified OP.

Coke headed chap might take a dislike to you and batter you. He might trash your stuff. He might sell it off if he noticed you have smashed off a lock to the basement, he might out in a better lock.

When you told him that he wouldn't receive the place back in a pristine condition, but in a good condition with wear and tear, did you use the term feeble minded to him?
 
Wow, withholding the rent was stupid. Why would you do that? You give him every right to change the locks and remove your stuff when you behave like that as you effectively become squatters, freeloading on his property.

By damaging the locks he has fitted you can say goodbye to some of your deposit.

And no, removing property from a rented apartment is not theft. It's entirely reasonable for a landlord to remove an ex tenants property and store it at cost to the tenant.

I would seriously suggest removing all the references to drink and drug on a public forum. If you are considering legal avenue - comments about another individual like that certainly won't help you!

The best advice I can give you is go and see the CAB or speak to a solicitor immediately

that is rather unlikely in most developed countries - perhaps in some red states in the US they can? But usually you don't get to just evict people on a whim even if they do owe you money - requires a court order in most places.

Well I was talking more moral right than legal right, but given the op's attitude and that we have less than half a story here, it would not surprise me to find out this was a legal eviction.
