My landlord changed my locks

why remove it? what is wrong with saying someone is that?

One reason is that (depending on the country and their rules on defamation) oulton is potentially being libellous towards his ex-landlord. Throwing around accusations prior to any legal action is rarely a sensible idea as if it is judged untrue in a court of law then you may become liable to compensate the victim of the defamation for loss suffered. Of course, if it's true and oulton can prove it and/or the reputation of the victim is such that no loss is suffered through the claims then damages may not be appropriate.

However this is just for information and may have no relevance to whatever country that oulton is not telling us he lives in...
 
Where exactly is Northern Europe?

Well NE consists of Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Faroe Islands, Sweden, Norway, United Kingdom and Ireland.

He's not in the UK and would have said if Ireland, not the Faroe Islands as him/neighbour/landlord exceeds their population (unless one is a dog), so it's either one of the Scandinavian countries, Finland or Latvia/Estonia.
 
This is quite obviously a fight club-esque situation where the OP is the landlord and tenant and his out of control coke habit has led to some kind of psychosis.
 
Laws maybe different in your country, but basically they sorta all follow the same principle.

I'm in the USA, and even though the laws here tend to favor the LL, there are still strict procedures that need to be followed. Though you sound like a not so nice tenant to have, he would have still needed to follow the correct procedure in his country.

Failure to pay gives the LL the right to issue you a pay or evict notice. If you didn't pay, then a notice would have been put up with a note saying pay by a certain date or proceedings will start.

Depending on how busy the courts are, once the date arrives, the LL can then file for an eviction. If you contest this, then it could literally take months.. But contest means that you probably need to prove that you tried to pay.

I very much doubt whereever you are, that the LL had the right just to take your money, take your belongings and change the locks.

It sounds like a very messy situation. One that is going to require legal action for anything to be resolved..
