If its r23 your scores they are way off , doesnt look like your cpu is boosting to max frequency.

1080p can get very cpu limited and by upping the settings you put your beast of a 3070 to work.
Run gpuz in the back ground and check your usage

What did the sensors tab show on gpuz?
Maxed out you should be getting >100fps on warzone
Can't say about fortnite as not installed on my system.
If your gpu usage is only 35-55% then you have a bottleneck somewhere.
In gpuz about mid right is Bus interface see what that says and then click the ? and start the render test and then see what it says after the @

The GPU load is on 50-65% all the time, Only on the plane cut-scene when when you enter wz it goes to around 90% but then immediately drops.

ok Make sure your motherboard bios is the latest available
Make sure all motherboard drivers are up-to-date
boot into safe mode and run ddu clean out the drivers and reinstall your graphics drivers
Check your perfomance again
Nope after doing even more research apparently the 30 series drivers are bad at the moment so that could be the problem. If you own a 3070 as well down hotfix's 461.51 driver - it fixed the micro stutters but no performance increase. Sitting around 100fps still.Did you find a fix, I have the same problem.
