Sorry to hear no difference, with everything up-to-date and with no obvious issue (the one last thought is Ram as Ryzen is fussy, but I'm not inclined to think it would be this issue but more of a system stability thing) then unfortunately I am at a loss.
I hope it purely is an Nvidia driver maturity thing which will eventually sort one random month.

I'm running on a 1070 and gpu usage is around 40-50% in warzone and fortnite.
