New CPU, RAM and Motherboard and constant crashes and windows installation error when I try to reinstall any programs.

ah didn't know that, my windows installer is vanilla
On Rufus under "show advanced drive properties" you have the option to tick "use USB hard drives"

I only knew this as I needed to do an install on a new PC and could not find a USB stick anywhere when I needed it lol

yeah if all you want is one simple windows installer
doesnt really matter which tool you use
to make a bootable usb/flash drive
i just happen to have a lot of bootable isos lol
and recovery environments
things like macrium recovery environment
in case windows wont load and need to restore images
without a usable OS
plus can store the images in same place as the tools

I have attempted this twice this afternoon. I put windows 11 on a portable hard drive and changed the boot priority accordingly. I then booted, selected language and entered my windows key and selected the partition. Then "Installing Windows" blue screen and then a message telling me if I wish to upgrade Windows unplug portable drive and select "Yes", otherwise press "No" for a clean installation.

I press No and then eventually it goes full circle and I am asked to select language, enter product key...
what software did you use?
if used windows media creator try rufus
if used rufus try one of the others already mentioned
once it lists available drives/partitions
assume you want drive Z
click drive Z then delete it and delete any partitions
on Z
then select Z to install windows on
dont worry about formatting it
the install will do it for you

I have put windows on a USB drive and unfortunately it still will not clean install. It just eventually goes back to the language screen.

This is the partition option, should I not be picking the highlighted?

You need to one by one
Select all partitions on disk 0
And press delete partition
Once done that you will have 1 large unallocated partition
On disk 0
Select that and press next
It will format it for you

problem persists and games crash after a few minutes.

from my recollection the GX and PX series did fix the OCP protections that used to trip the old Focus series when using with GPUs with extremely high transient loads (eg your 3080)
when did the problem start? did you have issues with the system even before the upgrade?
if you did have problems before the upgrade, what is left of the old system that you have reused?
have you tried to run everything at stock without expo etc?
^

The GPU has 2 x 8 pin connectors. I have slotted in a 6+2 connector into each.

I have PBO enabled now (I removed the 65 wattage) but what is CO?

The cooler is a Noctua NH-U12A and this has been refitted with new new thermal paste, problems persist though.
I have subsequently enable XMP and removed the 65 Watt in the Bios.

It is not in Eco mode, I cannot install the Ryzen software to enable this due to the Windows installer error.
Usually the game crashes and I am staring at desktop, sometimes it's blue screen and it takes several attempts to get to the Windows login screen.

OK so I managed to clean install and ...... problem persists and games crash after a few minutes.

Openly sobbing now.
This thread burns my brains, so sorry if I'm asking the same questions again..

Memory
Please disable XMP/EXPO/DOCP and do not touch anything in the BIOS (i.e. do not manually change the frequency).

From one of your screenshots, I think I saw that you have 6400 memory, is that right? This could be a problem, so just leave it running at default (probably 4800) for now.

Have you run memtest or similar memory testing software? If not, do that ASAP.

CPU
Please disable anything that is not stock. This includes eco mode, manual TDP changes, undervolts, PBO and curve optimiser.

Graphics card
Scale back any overclocks, use the default, quiet or whatever VBIOS, if a switch is available. Do not use afterburner or similar software.

Motherboard
Don't change anything in the BIOS, don't install Ryzen Master.

Software
If anything is running while you play your games, kill it with fire. If you have RGB software, uninstall it. If you have motherboard software, delete it. If you have PC tweaker software or PC SUPER BOOSTAAA+++ just, .. argh.

SSD
Do you have a 970 Evo Plus?

If you do, download CrystalDiskInfo and post the SMART results here.

Check your firmware is safe (not one of the affected ones).

One other thing I forgot to mention, USB devices, have seen weird issues where e.g. having a flight stick plugged in CTDs games. Windows 11 24H2 also has a long list of potential issues, including stuff like webcams, though I don't think you can download 23H2 anymore from legit sources?

This sounds like a problem I had when I first moved to AMD and was caused by MCR (Memory Context Restore) being enabled. If it's enabled you need to have Dram Power Down enabled as well or do as I did and just disable MCR altogether. No more problems and the boot time isn't that much longer.
