New GPU - low fps with low gpu/cpu usage!

The problem isn't the board.

It's a Windows setting.

Someone recently had a problem like that, and it was a specific setting in the Power Options. Make sure that High Performance is selected. Then click Change Plan Settings. Then click Change Advanced Power Settings. In the Processor Power Management setting, make sure both the Minimum Processor State and Maximum Processor State are at 100%

He said it was working fine until after a Windows update, and when he checked the Maximum setting as part of his troubleshooting, it was at 5%. Switching it back to 100% fixed the problem.

Hopefully this caught you before you switched boards, as you could have this very same problem on any board.
 
I've found 'CPU Enhanced Halt(C1E)' set to 'Auto' - what do we think?

Do the adjustment of the windows power plan as suggested earlier and make sure the maximum level is 100% instead of a lower number.

If that does not work switch off EIST and C1E and see if the clockspeed is still at 800MHZ when you stress the CPU,as these both can drop the multiplier. But do the former first in Windows.

CB is very CPU heavy and tests both single core and multi-core performance.

I don't have those options - under 'processor power management' the only option is 'system cooling policy' set to 'active'

OK,that means you need to look in the BIOS - something is not right if the options are not in Windows.

I think it might something due to virtualisation:

Disable Intel virtualisation in the BIOS.

Then,also look at disabling Hyper-V in windows:

Humour me here guys, as i don't know if it would work one way but not the other:

Is it possible OP could have mixed up the PCIE 8 pin and the MOBO/CPU 8 pin connectors, not sure whether it would work one way and not the other?

Sort of clutching at straws here.
 
Try the virtualisation fixes I suggested - the fact you have no power options under Windows for the CPU might indicate this is the problem!!

I cant find Intel Virtualization Technology in the BIOS - I found VT-d which was enabled, I disabled it, but still no more power options in windows!

In the bios with gpu in:
cpu frequency 800mhz (roughly)
BCLK100mhz
temp 23
voltage 0.828 V

Without the gpu

cpu frequency 3701mhz (roughly)
BCLK100mhz
temp 31
voltage 1.128 V

Does this tell us something about the power being supplied?

There are two PCIE connectors and one CPU connector all labelled - I've connected them the way they are labelled - is it worth trying to swap them around?
