You what? Technology is always improving... As time progresses it becomes easier and cheaper to implement new technology and something like smaller nm chips. I'm guessing the reason the the first batch (or any batch) of 360's haven't had this in yet is because it would have meant a price increase. Or that it just generally wasn't readily available.
Again, from what I understand this is just a new revision of 360's that will get this new technology. You will still pay the same price for a Arcade/Premium/Elite the day that these get released as you would now.
Look at GPUs or CPUs, constantly evolving technology, constant die and nm shrinks which result in cooler running chips... see the leap from P4 to Conroe or Core2 for example!

Hell look at motherboards, they get new revisions all the time that allow better clocks, better compatibility for certain chips, better usage of cooling (etc)
Hhmm yeah that's fair enough. 360's have always been a bit hit and miss with 360's regarding noise levels and them just generally dying.I've never really considered it a fault because my friends Xbox 360s are about as loud as mine, one is even louder but it's a second-hand Premium from the first batch and his DVD drive is also faulty (often doesn't eject or read a disc).
For the moment, there's no real reason to return it as you may just get one that's equally as loud.
