Not really, there's a shortage because it's an in demand product with a superior price/performance to other cards at MSRP. If it's the scalpers that are creating the shortage then why wasn't there a scalping problem with Nvidia's 4000 series?
Sure, it's related to the demand but it doesn't invalidate my points.
If I organised a group that suddenly buy the entire stock of pasta from all stores, the prices would instantly go up and availability to the common eater would be very poor. It would take a good while to balance the stock levels, which with the graphic cards is even more difficult because of the logistics involved and extremely high barriers to entry for local companies to make the substitute.
The shops,seeing the pasta flying off the shelves, would increase the mark up so instead of usual 20% margin, they would ask for 80 making 4 X more, why wouldn't they love it? The only negatively affected party would be the end consumer.
Scalpers are speculators, they don't eat the pasta, they just suck the supply creating artificial undersupply, hold the stock, so people who want to eat pasta, can't buy it without paying the middleman.
It's basically organised gang that through their concerted actions, CREATE scarsity, make people vulnerable and then exploit them.
You may say, GPU isn't a necessity, and I could say pasta isn't either, you can switch to potato, polenta, buckwheat, grains etc but what about small, budget oriented Italian places living off high local turnover, weddings with the menu agreed in advance, contractural obligations to certain organisations...
The only way to stop scalpers is to refuse to pay a single penny over the MSRP and they would back down but, people are gullible and impatient, so we have what we have.
