Thinking it may be about track limits. A 5 second penalty for Norris would put Alonso 1 second ahead of him.

However, Gasly got 7 track limit warnings and only got a single 5 second penalty. For 7 warnings Tsunoda got a 5 second penalty and a 10 second penalty. It'd give Stroll and extra place.

There's a new explanation document up. Definitely related to track limits, but what is still not clear.

Drivers must make every reasonable effort to use the track at all times and may not leave the track without a justifiable reason. Drivers will be judged to have left the track if no part of the car remains in contact with it and, for the avoidance of doubt, any white lines defining the track edges are considered to be part of the track but the kerbs are not. Should a car leave the track the driver may re-join, however, this may only be done when it is safe to do so and without gaining any lasting advantage. At the absolute discretion of the Race Director a driver may be given the opportunity to give back the whole of any advantage he gained by leaving the track.

FIA says it had already begun a review prior to the Aston Martin protest. More than 1,200 reports of cars leaving the track. Results will be updated once the review of those which were not able to be reviewed during the race is complete

FIA "will renew our recommendation to circuit to add gravel trap at exit of Turns Nine and 10. While this is not a straightforward solution in relation to other series that race here (ie MotoGP), it has proved effective at other corners and circuits with similar issues."

There were a LOT of cars going off the track that didn't incur penalties (which is what Hamilton was complaining of after he was penalised).

I definitely see a penalty for Perez and Norris coming.

1200 reports is significant though
 
bit of a mess seems any driver pushing/under pressure would exceed track limits, if that happeend to be in the first half of the grand prix then you were penalised
 
Hamilton and Perez had a few radio calls broadcast complaining about them, wonder how much they'll end up with

My guess is that the people who were called out on radio probably got investigated and it's probably other drivers in trouble. That said: Hamilton already got one penalty and seemed to drive cleaner from there - a 10s penalty would put him behind Russell though - Pérez seems more likely since, IIRC, I don't think he was penalised at all.

Yea if many people got away with track limits then Hamilton has every right to complain tbh..........
