Seems pretty clear to me, Hamilton hits inside kerb, understeers and goes into his sidepod. An unfortunate racing incident in tough conditions but because it damaged Perez's car and race it seems a fairly normal penalty.

I agree and the places he was dropping right and left were because of his shagged tires not the sidepod damage...Racing incident for me, Perez squeezes Hamilton to the inside as he's entitled to do, Hamilton ends up with wheels on the kerb, looks to lose a bit of grip and this causes him to drift outwards and into Perez.
If you're ascribing blame and penalties to situations like that then you may as well give up on the idea such a thing as a 'racing incident' can happen in F1.
