I thought he was getting a 4th track limit strike, for avoiding a collision.

but only one person gained an advantage, thats the penalty wording. so it's irrelevant that both carrs left the track.
F1 has become a complete joke.
You are forced off track and it counts as track limits and then you have stewards which are so inconsistent.
Max over took near start off track he forced people off nothing yet many other drivers are being punished.
I would not be surprised if that RB Max is driving really is illegal in some way the team always gives of a smug vibe.
What happened to the drivers keep going on about before a car widths space rule on this track its not been mentioned once.
They need to get rid of all these tracks which have run offs put in grass or gravel.

tbh Very happy with the top 6. I think these are the 6 to watch for the next few seasons (apart from Piastri the others were 1st-5th in the sprint as well), shame Sainz will be in a crappier car from next year.

Norris radio - I guess I got a 5 second penalty.
Pit - Yeah, they gave you 5 seconds just at the end there for leaving the track and gaining an advantage. Not sure why.

you don't really follow the F1 rules do you. Norris left a gap which he should know you never do, max inserted himself and thats that, the stewards are more lenient with incidents on lap 1 because everyone is in a rush to get ahead, by lap 3 or 4 it's settling into tyre saving modes so rules are more strictly, if inconsistently, enforced.
BTW i'm a Mclaren fan not RBR, just saying.
Served it in the pits. Received the penalty before his stop.
