The 7970 is just not very strong

Is the GPU running gen3 16x sometimes its stuck at 1.1 use GPU-z to check this.

Its not stuck at 1.1 (going by gpuz render test) but it is only working at 2.0.
Cooler dependent, if you're going 100% on a ref 7970 cooler then get some ear protection
Around 80% on my lightning is enough to keep everything under 60c.

It's only benching if your worried about fan noise for benching perhaps its not for you.

Sorted it, PCIE was set to legacy, set it to EFI and it now bumps up to 3.0
I don't mind the fan noise, just a caution that the 7970 ref's at 100% are pretty damn loud. Besides, hopefully the majority of fan noise will be gone from my machine as of next weekend
