Having tier 1/2 gear at 60 actually used to show that you'd completed certain content and the difference between epic and blue was massive. The designs on the weapons and armor were completely unique as well.

I wouldnt disagree with that. Was taking approx a year break, realised my account had been hacked in my absense, finally got it restored, then managed to get my main to relatively high gearing level (IC capable) within a week or so NOT hammering stuff.
Same with my warlock. I've been fairly tight on time (and PC access) which has limited my ability to raid, but you're right, they've made it very easy to get to a certain gear level, and bypass a LOT of content. Which is a shame, so many old instances arent used already, without them bypassing current expansion content too!
Also agree on the declining difference between Epic and Blues...there are still some VERY nice epics out there that are far better than almost anything else, which was kinda the point, but an average epic vs a decent blue...suddenly the difference really isnt so pronounced.
To some extend I'd agree on the art direction on items, but when you consider the vast number of items now, it was always going to be a case of the same design team running out of semi-decent ideas. One of the reasons a new engine, capabilities and modelling potential, along with some fresh blood, might help.
