I don't like the idea of a heal or buff that doesn't do max amount if the target isn't hit, as if I'm trying to shoot friendly players. It's too counter productive to ask them to stand still, and the better a player is the harder it is going to be to hit them with your abilities. Faster characters like Tracer will also suffer and be harder to heal and buff compared to slower characters like Reinhardt. Primary fire, alt fire and ability 1 are also a bit samey. You could merge two of them into a "hold" ability. Like merge ability 1 into a "on hold" ability for the primary fire, as if you're cooking a grenade and it'd free up 1 slot to think of something new.
How do you refill canisters? Over time?
