Parking Fine

Fines from private companies can be enforcable if they are under contract to local government etc. It sounds as though, since there is mention of a pay and display machine, BD10NNF was in this situation.
As for the OP, ignore the bill and only contact them at all if you feel it is absolutely necessary.

So ,my old boss doesnt need to pay any money back and that cause it was a pay and display they can be fined or given a ticket or whatever stating that they didnt pay and need to pay the penalty fine for not buying a ticket for pay and display.

Your sentence structure was crap. But I'll try to respond with something useful.

A private company that contracts work from the council will wear council clothing and issue council parking fines. If it is not a parking fine issued by a council then it is an invoice, even if they are contracted.

Places like eurocarparks and multistorey car parks are not working for the council in this way. Therefore anything they send out with the word "fine" on it is illegal and costs could be reclaimed in court if anyone could ever be bothered to take it that far.
 
Ok that clears everything up then and I apologize for my previous post. We did have to wear a uniform that had the car park owners logo on and another logo saying **** council. So I guess that we could invoice (fine) whatever, if they didnt pay and display.

It's alright. It's a little in the morning for me and it can make me cranky. All I was really trying to get across is that if you take more care with your sentences people will not misunderstand your meaning so much.
 
This is true but its kinda hard when Im busy doing other things as well as typing on here and looking out for a few things. Anyways lets hope that whoever has this fine thing goes away and doesnt have to pay a penny.
