Chip damage mitigation comes from other sources so I would have no need for minor damage reduction from it when I leech 5000/s, regen 1000/s and gain about 400 every time I block a hitCWDTS has an internal cooldown of 250 ms, if it was higher maybe I'd agree, but no matter how you look at it, it's very clearly better to keep them low level to absorb a lot more damage over any boss encounter or clear.
I don't really care about taking damage at all unless it's chunking off half my health in one hit. It all depends what your build needs, but yeah your health is pretty low so it's a good level for you right now
