Paypal question

Hi guys,

Me again with another fun Paypal related question.

I've won an item from somebody. I asked if I could arrange a courier to collect, and they said fine, but reminded me that the item would go 'nowhere' until it was paid for. Odd thing to say as I'd have thought that was obvious, but fair enough.

I paid last night and contacted them to ask for a convenient day to send the courier. This morning I recieved this message:

Remember the item goes nowhere until the funds have CLEARED in my paypal account. They are currently on hold until you leave positive feedback. I'm guessing from your earlier questions that your planning to dispute the item to get a free item. Remember it goes nowhere until paid for. You have NOT paid.

This has left me confused. The only 'earlier' questions relate to convenient times to book the courier for.

I've recieved lots of money for EBay items via Paypal and never once has anything I've received from a buyer ever been 'held' pending positive feedback. Does that really happen? Why? I paid him last night but he's saying it hasn't cleared and wont until I leave positive feedback.

Is that really true?

I'm understandably a bit nervous about leaving positive feedback before I even get the item. Surely if Paypal DOES hold payments until positive feedback is received it does it for a reason?

He might not be trying to be funny. i recently had some odd "on hold" message about funds in my paypal account. It went away after a couple of days though. I think the guy needs to update his own account details, nothing to do with your end of things.

At that point I'd probably ask if he is at cross-purposes. He thinks you're someone else.

If he's adamant I'd cancel. I wouldn't ever leave positive feedback for someone without them even saying they've sent the item.

I'm not sure I'm that amused with the accusation that I'm going to steal the item from him when all I've done is asked what day I should get it collected and send him 50 quid! :p

So to confirm then - Paypal never holds funds pending positive feedback?

Guy sounds like an annoying ****.

He will give you nothing but hassle, get a refund and buy elsewhere.

If you've paid using Paypal and you've not used one of those stupid e-cheque things then there is no reason for him to hold on to the goods, you're supposed to leave feedback after you receive the item, not before.

Something isn’t right there  What’s his feedback score? Sounds like a total idiot if you ask me; he is basically forcing you to leave positive feedback without even receiving the good, id leave well alone. Unless there is more to the story.

Send the idiot a screen-cap of the completed transaction and ask him what the problem is. More likely it's some nugget who doesn't understand how paypal works.

Holding Payments

We want buyers to enjoy shopping on eBay, so that they return often to buy from eBay sellers.

To ensure this continues, PayPal is targeting a very small percentage of sellers who pose the greatest risk of driving away buyers by not successfully completing a transaction, and holding their payments until we know that everything in the transaction has gone to plan.

This measure is targeted at a small percentage of sellers and the overwhelming majority of sellers will be unaffected

Recently they have, on certain items, unfortunately.

Source?

Edit: From the post above, if I'm understanding it correctly. Paypal have targetted your seller as being a "bit risky" and are holding on to the funds until the sale is complete, the seller however wants you to leave feedback and confirm the sale is complete prior to receiving the item.

Tell him to sling his hook, get your funds back and move on.

ooooh, so the seller is the problem, not the buyer. Awesome :)
