One way of forcing team orders, of no racing between each other, once positions are settled after first few laps, without being blatant I guess.

If Mercedes already know what the fastest tyre/strategy is, why would they deviate from that? They don't like gambling on "doing something different" in the hope that it gives unexpected results. As a team, they don't need to as long as they get the 1-2, and I'm sure they already know that putting Bottas (as a slower driver) on a non-optimal tyre strategy isn't going to get him past Hamilton.
