Going against a TX or TI clocked @ 1400mhz is going to be pretty hard. Most can clock up to 1400mhz without adding volts (which means roughly around 275w).
With the AIO AMD are trying to avoid the "it will burn down your house" issues but will also need to be clocked relatively high out of the box to provide good numbers on the benchmarks (as they are done usually on stock clocks).
2x8 pin has never been done on a reference card of what I recall meaning we are looking at 325w+ when overclocking on stock volts.
This is all my own speculation so take it with a grain of salt.
