My phone is unrooted, I use DXTOP which gives me the dual tabs, the second one is a task manager.
The icons and background are from a DXTOP 2.0 theme on the market.
The clock is called flip clock widget and the weather is YR.NO weather widget.

Bit too much hint of blue I'd say! SE need to use some more vibrant colours!
The same reason I don't like the HTC SenseUI because there's too much black.
I like transparency and more easy on the eyes colours that blend well! Though yeah, it's down to what you like not me

Any chance you could link me that dxtop I can't seem to find it only one I could fine was dxtop Android ?

Both the full app and the theme are purchased though, can't remember the limitations of the demo dxtop.
