I'd probably go to Citizens Advice an see what they tell you, they may just tell you to ignore her and forward the letters on to your landlord, but yoru best of asking for yourself.
 
She's probably not had much interaction and involvement with these kinds of things, so you should try and be as forgiving as you can.

I'd write her a nice, clear, friendly letter.

Dear Neighbour,

I'm very sorry for what has happened, and I've done all I can to stop it getting worse. However it's my landlord that is responsible for fixing things, and he has assured me he will put things right. You do need to understand that I just live here, I am not responsible for things in the flat that go wrong - it's my landlord.

I can't think of any reason why the water leak would have had an effect on your own water supply, but I've contacted my landlord to let him know. The two things are probably unrelated.

As far as the paint is concerned, I would imagine my landlord will arrange for it to be painted, rather than just give you a tin of paint, but I'll let you know as soon as I hear of anything.

her writing looks like she could be in her 20s/30s. Tell her she can take showers at your place, but that's all you'll offer. Assuming she's of an appropriate body mass index.
 
I've emailed both landlords the letter problem is both landlords are out of the country making thing 10 times more complicated doesn't help the fact shes an unreasonable ***** :mad:

Another issue a direct approach wouldn't do much good as she just starts whailing at me :rolleyes:
 
Ignore her, or follow The Halk's stock letter, just keep sticking that under her door.

I'm partially hearing and partially sighted and found the response about Braille amusing (as I know Braille) although it's rather cruel.

Regarding the knackered boiler, it depends on whether any water actually dripped to the floor below and where the boiler is. However, Calgar's posts does seem to imply that the ceiling only got sodden, needing a lick of paint and that no water really leaked through.
 
There are two aspects to this as I see it.

1) Damage caused that needs to be made good
2) A dispute between 2 neighbours

As a landlord I would address 1 but as a landlord I would look to the person in the rent to address 2. I would have course communicate with her landlord to make them aware of my remedial plans for damage I was responsible for, but I don't believe there is any obligation on the landlord to resolve disputes between neighbours. Stand to be corrected, but I believe landlords shouldn't really get involved in disputes between neighbours.

Communicate landlord to landlord, the people who live in the properties are of no importance to the alternate land lord I believe, the onus is on the landlord to communicate with his resident, not to involve himself in disputes between individuals as I understand it, though I am not an expert on this matter.
