Sorry to hear you're having issues with this, you're certainly not the first person I've interacted with having the same problem!
It does seem that there's an issue with this at the moment. We've reported it to the Rockstar team and are waiting to hear back on a solution.
Until we hear back from them or they officially announce a workaround I'm afraid there isn't anything we can suggest to fix this.
Some people have reported that deactivating anti virus or similar protection fixes the issue, you can try this but it's not an official fix.
The best thing to do now is to keep an eye on the Rockstar channels as any fix it workaround will be updated there first:

66 average at 1440p with a 2080ti. Nope. There's no optimisation patches going to address performance some 50% under where it should be if that guru3d slide is to be believed.
