Back on topic - I'm not sure what stigma there is in the UK these days for women reporting rape, I'd hazard a guess that the effect felt by men in the wake of false rape accusations is currently greater. I know authorities are prosecuting false accusations more, I think if they did this as I have said and with slightly stronger sentences it would filter statistics much more accurately, then perhaps we may see the other clearer and be able to aid further.
