That saddle is also at the forward extent of the rails. Someone needs a smaller frame.

Well it's a pro bike so you can be pretty sure it's set up properly. You often see that sort of saddle position on aero/TT bikes, think it allows them to engage the glutes more. Or somthing.
But anyway, you do not adjust reach by changing your saddle position so it has no bearing on frame size.
Ordered an 80 mm stem, the current 100 mm is too long, hopefully ordering a 58 cm frame wasn't a bad idea
better a short stem than a too-low front end

I'm about around 183-184 cm, so the large should be fine, but I felt a bit stretched out (sore upper arms and neck as well on longer rides) compared to my last frame which was a 56.
That isn't a TT bike so that comment doesn't apply. You don't see that position often even on Pro fits. If a saddle is to such extremes then the frame should be a size smaller or larger as appropriate. Agreed about reach but I didn't mentiob reach, I just said the saddle position looks gash and the frame looks too big, which it does.
I run a similar stack and reach and I'm only 5'10 and on a 100mm stem.
how many spacers are you running? how much reach do your bars have?
No, but the only reason saddle position would be related to frame size is if you think that moving the saddle forward == shortening the reach. Which it doesn't.
3 spacers with 75mm reach.

Got some comp tickets to the Croydon stage of the Pearl Izumi tour series the other week and was chatting to some of the lads in one of the smaller teams starting near the back. They were on their own bikes by the look of it, nothing special, inexpensive wheels and they were rolling on GP4000 clinchers. They weren't the only ones on those tyres. Bear in mind this was in a race with Ed Clancy, Kristian House, Ian Bibby etc.Marshalled at the Bristol Grand Prix today, was good fun.
