Who is actually in to blame for the poor sound? Is it the BBC or whoever is distributing the feeds?

BBC would have little input over the feed I expect.

Just the same as most international events, all broadcasters get the same feed.

Olympic Broadcasting Services (OBS) was created by the International Olympic Committee (IOC) in 2001 in order to serve as the Host Broadcaster organisation for all Olympic Games, Olympic Winter Games and Youth Olympic Games.

The Host Broadcaster is responsible for delivering the pictures and sounds of the Olympic Games to billions of viewers around the world. It produces and transmits unbiased live radio and television coverage of every sport from every venue. This feed is called the International Signal or the World Feed.

In this role, OBS is responsible for developing a consistent approach across Olympic operations while at the same time optimising resources to continually improve the efficiency of the Host Broadcast operation.

OBS does so to ensure that all IOC contractual obligations are fulfilled and the Games' Rights Holding Broadcasters (RHBs) are satisfied with the overall television production of the Olympic Games.

Yeah not the BBC. It'll be whoever is distributing the feed and what the BBC are receiving. I would presume they'd have their own multi-feed that they could pick and choose from, but that doesn't seem like the case. The studio sound is obviously fine so as I said, unlikely to be their fault.

EDIT: Although it is quite hard to believe that the broadcast feed just isn't there, they have so many millions of redundancies built into the audio networks now
 
I understand they are skint but this just seems like stepping back in time compared to previous ceremonies.

Beijing, Vancouver, London and Sochi were solid ceremonies I thought.

Money will be used as the excuse but to be frank, this is just terrible.

I'm inclined to agree with you, it was barely 45 minutes of, well, I'm not sure what.
