We said that exact same thing last year when Toro Rosso were being thrown to the back of the grid every race as they were testing improvements to the engine for the RB team to use this year. And still it's not reliable, and still they're getting mass grid penalties, either intentionally or not.Plus you have to keep in mind that mostly these have been for performance upgrades. Honda are looking to next season I reckon - unfortunately where the engine is now strong, losing Adrian (and with his focus already diverted) has cost RB, and will continue to cost them in the aero department.

If they can stop the clock and restart a session in quali, why can't they stop laps being used up in the races when safety cars come out? Purely a fuel thing I guess?
