To be fair that's also not the values most people use (or what the CPU uses to know when to throttle). The value usually used is the Tdie value(I assume that might be package in your image?) to cite what their CPU is running at. Do I try to work up to 1.150v in increments of 5. So try 1.130v and keep going until I find stability, but don't go higher than 1.150v?

Nah that just applies some pre-defined settings by the board we changed some of those. If you want to go back restore bios default settings, save and exit then enter bios load EXPO II and save and exit and you'll be back to where you were originally.I'm not sure if this has anything to do with it?

What board do you have dude? ASUS released 1409 BIOS on Friday for the Tuf Gaming X670E Plus, last week just as the reports of burn outs were happening. X670e-f gaming wifi. Odd yours starts with at 14. I thought that was the B650 boards. The latest for mine is 1202. Yeah.. I've been running EXPO this whole time.
Trouble is I can't get the manual timings to work either without giving me an error when running RAM Test.
