Reason
The driver admitted the collision was his error due to the failure to anticipate the braking performance of the car with lower tyre grip following a dafety car period.
The penalty takes into account that this is the second similar offence by the driver this season.
Fantastic news. Doesn't change the fact the race is too long and cutting the laps would seem like a cleaner solution than changing the max race time.
We have had other races hit 2 hours and they are all the same distance? Why pander to a few drivers moaning?
If it was a more interesting race, or there weren't 2 safety cars with the retarded back markers rule it wouldn't even be being discussed.
It was clear Schumacher had a lapse of concentration, or that whatever it was was caused by him and not the car, hence the exclamation of his race engineer or whomever it was on the radio "What the hell happened???" kind of question.
Schumacher, unfortunately, has had a terrible come back to Formula 1, uneventful. It's been unfortunate that his car has had massive reliability problems but I firmly believe ( although I wish it wasn't) that he'll just carry on this season as he has been doing and then retire for good at the end of it.
My point of view has nothing to do with the drivers opinions.
But this track doesn't lend itself to a more interesting race. And without the safety cars there may well have been even less action god forbid.

mercedes had brake problems with schumachers car in the practice sessions.
he was told the car was to hot on lap4 but we dont know if that was the car or the breaks.
but lets just assume schumacher was busy thinking about boobs or something
