Enough. You're being taken for a mug and it's time to stop having faith in this guy. Firstly, don't listen to all the silly children telling you to take a bat down there. Fine it might all turn out OK, but if you lose your temper with him in a big way then you could end up in prison, which definitely isn't OK.
If I were you, I would start a HMCS money claim online. Make sure you claim for the full amount, not the full amount minus £300 or so. You have the proof from him that the weights were the same or higher when he received the items back, so don't back down on this.
Also claim for the time and expense you have spent dealing with this idiot.
I would put on the claim that you feel any ADR (alternative dispute resolution) would not work as the guy has constantly deceived you, making agreements to send a refund but not having any intention of doing so. The court sometimes thinks it's best to enter into a ADR and see if that works before starting court action.

Make sure to document fully on your claim, all of your attempts to recover your money by diplomatic efforts. Put down the dates and times of all your calls and contact with him. You need to demonstrate that you have taken all reasonable efforts to get this resolved, before instigating the legal processes.

He probably won't even dispute the claim, so you can obtain a judgement by default and then if necessary get the court to send the bailiffs in. Don't dilly dally though, just get on with it.
